HEAD OF Enterprise Project Management Officer

Location : Belgium

 

The Company

The company is a 100% Belgian and independent general insurance company that distinguishes itself by its original and independent structure of the “mutual insurance company” type. Through this form the company lets its customers share in the profit, via rebates.

For more than 100 years the company has opted for the human approach, and its employees daily live that experience. And just as the company stands close to its customers, the employees also work closely with each other.

 

The Technology Department

The Technology Department counts 105 permanent employees and 70 external consultants. The company is in full digital transformation, making huge efforts to lay the foundations for further automation in the coming years in order to increase efficiency and productivity and optimize customer service. Therefore, an annual budget in investments is allocated under the new strategic plan of the organization.

The Technology Department plays a crucial role in this plan and is looking for leadership in specific domains to lead the growth initiatives. In this context, there is an important vacancy in the Technology Department Management Team for a Head of Enterprise Project Management Office. 

 

Reporting

This position reports to the CTO, a member of the Executive Committee.

 

Responsibilities

The Head of Enterprise Project Management Office is responsible for (1) the development of the project and program management competencies throughout the organization, (2) the implementation of the digital transformation strategy of the company, guaranteeing that all projects are aligned with the strategic needs and the roadmap and (3) the daily management of the project management resources and the reporting of the projects’ progress towards senior management. This role is not limited to IT projects, but encompasses all the business and operational projects that are being launched throughout the organization.

 

Development of the project and program management competencies:

  • Develop project management methodologies and skills in both the IT and the other departments
  • Measure the project management and project governance maturity of the organization, propose and lead initiatives for improvement, to guarantee the success of ongoing projects
  • Put in place project management coaching initiatives where needed
  • Improve the collaboration between IT and users on large as well as small projects
  • Inventorizes the skills and resources needs and proposes actions to fill the gaps
Implement the Digital Transformation Strategy:
  • Oversee the enterprise project progress and make sure it is in line with the business goals and priorities
  • Cooperate with the CTO, the Portfolio Manager and the Head of Enterprise Architecture, to assist in the project portfolio selection process.
  • Advise top management on the utilization of the investment budget to optimize the impact on business results
  • Develop project roadmaps and monitor the projects’ implementation
  • Ensure that programs meet strategic needs and the company's roadmap and that interdependencies between programs and projects are clear and monitored
Management of programs and projects:
  • Lead the activities of the Enterprise Project Management Office (planning, budget, milestones, risks, dependencies)
  • Manage 13 Project Leaders and 3 Project Support Officers in their daily activities and optimize their cooperation with / support to the project sponsors in the business
  • Decide on the allocation of project resources
  • Assess staffing needs and, in collaboration with line management, propose and execute the necessary recruitment and training actions; ensure a constant exchange of experiences and best practices
 
Requirements
 
  • 5 years of experience in an equivalent position or 10 years of experience in managing complex and transversal programs
  • An operational manager with a proven seniority in portfolio management and change & digital transformation management; able to provide content leadership
  • Solid experience in having developed program roadmaps
  • Experience in the insurance or financial services industry is an important plus, but not strictly necessary
  • Able to develop a global vision of the company's project portfolio and critically assess its contribution to the overall strategy
  • Broad insight in typical business processes like sales & marketing, production, supply chain, procurement, finance, HR, etc.
  • A leader who is able to develop and share a vision, then unite and mobilize the team members to achieve this vision
  • A mature people manager who creates a working environment that enables collaboration between teams, regardless of the hierarchical link, in the common interest and with an open management style, empowering people
  • Able to achieve optimal results by stimulating the teams and giving them responsibilities and the necessary resources
  • A good listener, both to colleagues and business partners; take the interests of others into account and empathize with their views
  • Able to make complex decisions based on facts and data
  • Striving for excellence for him/herself and others and taking this into account when defining the objectives of the department
  • Committed to a continuous improvement process
  • A real passion for IT and new trends in working methods such as Agile, Lean IT, Continuous Delivery, etc.
  • Knowledge of Planview is a plus
  • Personality: team player, bridge-builder, hands-on, pragmatic, direct, autonomous, ambition to succeed, strategic thinker, knowledgable but not a guru-type, action oriented, flexible in how to reach goals, enthousiastic, caring, encouraging, stress resistant, able to put things in perspective and sense of humor
  • Fluent in Dutch, French and English
